You shouldn’t count on it when making plans. It is basically in place to help with labour shortages. For example if there is a recession there is a good chance that hours will go back to 20 hours. I would also hope that if too many students are failing to do well in their studies because they are working too many hours the government would also roll back the hours to 20 hours but unfortunately the need for labour will outweigh any other negative side effect.
