Working in Canada

I am looking for work in Canada specifically in Calgary. I am a HR manager and can send my CV. Does anyone know how to get a job as ive spoken to people and emailed companies and they don't seem to be interested if i am not already in Canada. I need a job offer to get into Canada and it seems a vicious circle can anyone help PLEASE or advise on websites to try and attract the right employer.

It is really very difficult to get a 'job offer' like what you expect. Landed immigrants as well as un-employed Canadian citizens also have to work hard on job hunting to get any white collar job.
