HI

I have a PR card that expires in 2021, i live in Canada for 12 months then i returned to my country and worked and lived for 2 years.

Now i received an offer to work in the Canadian embassy under the locally engaged staff, my question is :
will the days i spend at this work count for my residency obligation for renewal of my PR card or the citizenship?

No.
 
Residency obligation is all based on whether someone was working for a Canadian company or the government whilst in Canada and was then assigned to a position outside Canada. Does not apply if being locally employed outside Canada. Citizenship requires physical presence in Canada to count so no days outside count at all
 
Questions around calculating RO and working for Canadian organizations on the IRCC website include the following relatively easy to understand sentence:

This doesn’t include employment as a locally engaged person.

So no, you can't count working as a locally engaged person as RO time.
