Hi Guys, I need your help.
I have done my Masters in Civil Engineering from University of Windsor and right now I am working as Quality Inspector which comes under NOC B. Few of my paystubs have biweekly hours less than 60 but I've finished 1560 hours. Would those hours be counted in my full time experience? I had 2 months of layoff in winter as well due to construction shut down.

You need to accumulate at least 1560 hours over at least 12 months (or however long it takes to reach that mark). Hours over 30 in any given week are not counted (that's why you need at least 52 weeks). The hours you've described should count towards your Canadian work experience.

How about the weeks with hours less than 30? Thanks

You need to work additional weeks to make up for those that are less than 30.
 
Can you not count the 15hrs/ wk then add it with the 30hrs/wk?

You can. But if you have part time weeks you need to have more than 52 weeks of work to claim work experience of 1 year.
