Working holidays visa for French - please help

I would appreciate if you could help me with some answers
My husband and I would like to go to Canada for working holiday

We are from France . My husband is turning 35 this October 2018. So until when he is considered eligible for it? Until he turns 36? Is that right?

Another question. I saw that currently on the website the spots available listed for France as zero. What does that imply ? So there will be no invitations issued ?

Correct your husband can apply whilst 35 but no later.

The program for this year has used all the slots available for France so you will need to apply for the 2019 program which may open around November or December no way to predict.

They aren't going to open any new slots. It doesn't make sense to submit a profile until the program re-opens later this year.

Just To add submitting a profile now it would just be discarded when they close the 2018 program. Everyone has to enter the pool afresh when the new program opens.
