Working holiday extended through partnership?

Hello

I live in Canada on a study permit (3,5 years). My boyfriend is here on 1 year working holidays. Can we apply for common-law partnership from Canada under these conditions, so we can stay together in Canada until I finish my studies? How long will it take to have a response? We are both EU citizens.
