I just found out that working experience during your full-time studies does not count for express entry. Is that correct?

You are correct. Only work experience gained on a work permit is counted. Even then, the maximum that is counted towards meeting the one-year experience requirement (1560 hours) is 30 hr/week, even if you worked 40+.

Yes and no.

If you are talking about IN CANADA work experience while under a study permit, it does not count.

If you are talking about foreign work experience (while studying), in many cases it will count.

In my case, it is IN CANADA. so this makes me think when my full-time work experience starts counting? When I apply to PGWP or when I get approved and receive my permit? Because I am eligible to work full-time when I apply PGWP without waiting for the result.

Starts from the day you submitted your PGWP application. I was confused about that too until @jes_ON set me straight!

Well at least that is good news, I was kinda disappointed when I first found out my part-time exp is not countable. Regarding what you have said, 1560 hours is required for 1-year (52 weeks) work. If you work 40 hrs/week do you reach that amount in 39 weeks?

You need 52 individual and separate weeks of work where you worked at least 30 hours. So no - you cannot reach this in 39 weeks. This won't count as a year of work experience.

From the eligibility page for the CEC:

Your experience must be at least:
  • One year of full-time work
    • 30 hours/week for 12 months = 1 year full time (1,560 hours), or
  • equal amount in part-time hours, such as:
    • 15 hours/week for 24 months = 1 year full time (1,560 hours)
    • 30 hours/week for 12 months at more than 1 job = 1 year full time (1,560 hours)
For part-time work, you can work more or less than 15 hours/week as long as it adds up to 1,560 hours.

We don’t count any hours you work above 30 hours/week.
