Under the "Criteria for all employers" section, it states that "[the] worker’s period of employment begins upon their arrival to Canada, and includes the initial mandatory quarantine period. This means that the employer must comply with all laws and policies regarding the employer-employee relationship during that period". In addition, "[the] employer must pay the worker regular pay and benefits for the quarantine period."

My employer has inquired me about this section and is unsure whether my flight date and start date should be adjusted.
 
Not sure what you mean by flight date and start date adjustment.

I read the instructions and my interpretation as it seems is same as yours would be that your work permit and your employment starts on the day you arrive at the POE. So when you arrive the 14 day quarantine starts and during this time you are employed by your employer.

Above is only my interpretation so am sure others will correct as required.

Note the quarantine arrangement is currently set through August 31 and may be extended so keep that in mind when considering deferring flights.
