I couldn't able to register for my classes for fall semester, because they university responded to my mail very lately,I have all the proof and every communication ends in a bad way,for example they will send me a mail on Sept 27 and tell me I will give you time till Sept 24. Is there any way I can apply to IRCC for work permit by giving these reasons.

So you are a student who has been studying in Canada or studies begin in September 2023? Registration for fall usually doesn’t begin this early. Why would you be eligible for a work permit if you are a student?

No this isn’t a reason to be awarded a WP. Are you already in Canada or abroad? If abroad speak to your school about deferring admission until the winter term if all your desired classes are already full. There is normally a way to secure courses online there isn’t a need to have the school register you for each class.
