My husband came to Canada Oct. 2009 and we have been living together since he came here. He is from Greece. In June 2010, he proposed and we got married in October 2010. We then started putting together our paperwork to send off.

Currently, outland is taking around 10 months for AIP. If we applied outland, then it would take 1 month in Mississauga and then 13 months for Rome. In the grand scheme of things we should do inland for the timelines. But, I remember a few months ago when the CIC website had percentages as in: What would you guys do in my situation?

20% of apps get done in 3 months, 30% in 6 months and like 80% done is 9 months, stuff like that. I have a funny feeling that the Rome office will not take 13 months at all. I have a feeling it will be done in a shorter time. That is just a feeling.

With that being said, my husband has a job offer and we are going to do the Labor Market Opinion to try and get him a work permit. I heard that they take about 1 month to be approved or denied. I am assuming that if we do this then we must apply inland because why would we apply for this work permit wioth an outland application. It just doesn't make sense.

Is your husband still in status? Did he extend his visitor permit? THAT may be why your consultant recommended inland if he is out of status.

Getting an LMO and WP does NOT determine the route you should take for spousal sponsorship. In either case, the issue of dual intent comes up because he would have to apply for the WP at the POE. However, depending on your answer to the above question, it may no be much of an issue.
 
If you read the information on the CIC site in detail, you'll see the 13 months for Rome is not an average - instead this represents the amount of time it took for 80% of applications to be finalized. This means that many applications are processed in less than 13 months. To provide an example from another visa office, the CIC states that 80% of Buffalo applications were completed in 11 months. My husband's application took a total of 4 months to complete (this includes both the Mississauga and Buffalo processing time).

If you go inland, you should be aware that AIP is by no means guaranteed at 10 months. This is what happens to most people. However a small percentage of applications do not receive AIP at this point and are instead transfered to another office for further review.

Finally, one little correction to make sure there's no confusion. You and your husband cannot apply for the LMO. His employer must do this. As rjessome said, if you obtain an LMO and work permit this will have no impact on the sponsorship process. You can still apply either inland or outland.
