If a outland application was submitted at the beginning and my wife comes to Canada 6 months after the application was submitted and before she receive her permanent residence paper can she apply for an open work permit?

Outland is not eligible for a work permit unless it's obtained through a different stream (such as with a job offer/LMIA etc).
Only inland applicants can get a work permit through the PR application.

Technically you could start the process all over again and apply inland with OWP but that wouldn't make a lot of sense. You can't switch from outland to inland midway through the process.
