Work Permit Without Education?

Hi.

I am a Canadian citizen and I want to sponsor my spouse in Iraq as a PR, but I would like a way to get him into Canada first. He has not completed his high school diploma, nor any other certificate or degree. Is there any way he can get a work permit?

He can probably get away with a semi skilled or low skilled work permits. Which is of course depending if he have any experiences in jobs that offer an LMO or jobs that have available LMO's. Say for example, food counter attendant, cashiers, kitchen helpers, gas attendants. What jobs does he have experiences on?

He's only worked in the military. He still is in the Iraqi army, does that get us anywhere?
