Work permit while waiting for Spousal PR

hello everyone,
I will be submitting my spouse's pr application under family class as she is currently living outside Canada. Should I apply for her work permit online or send it with the same spousal pr package as the document checklist mentioned open work permit option only under spouse in Canada option?

She does not qualify for an open work permit.

Open work permits are only available to those who are in Canada and applying inland.
