Work permit while waiting for PR?

So I have seen threads about primary applicants (on inland applications) receiving work permits however I am wondering if there is anyway my 18 year old son can get a work permit while we wait for PR (outland). We applied in November and are living in Canada as visitors. He is so bored while waiting since he can't work, or go to school and hasn't met any friends yet. Any advice appreciated. Thank you.

Not easily. He would need to find an employer willing to give him a full time job offer and who can also get an approved LMIA. If the employer provides these two things, he can then obtain a closed work permit.

Where are you from? Any chance it's from a country that qualifies for IECs / Working Holiday Visas? (Of course these won't open up again until next year.)

That would probably be difficult since he is a teen with very little work experience. We are from the USA.

If he's recently out of school, look into the SWAP visa program.
