Work Permit Visa for PTA

My Visa Status is Application phase completed awaiting PTA(Personal Travel Allowance ).What is the Personal Travel Allowance. Why they are asking to me deposit CAD $6000 to 10000 in specified government account before issuing VISA and work permit.
