Work permit to PR

I have 16 months ( 1730 hrs ) work experience in Canada as a restaurant manager.Can I apply for PR , what all are the formalities.if it is possible,can i apply it from here,there any agencies here to help,Does i need IELTS,??.My work permit expires by November 15-2017.
