Work Permit POE same as job offer?

Hello,

I need some information on whether it is mandatory to arrive to Canada at the same place where the job offer is. My job will be in Saskatchewan but I have family in Toronto and I want to visit them first before I start my job. Do I get the work permit at Pearson airport regardless of the job offer? Or I have to arrive directly where I’m supposed to work?
