Are you able to apply for a work permit while waiting for your outland application to be completed for spousal sponsorship?

Yes. You'll need a job offer from an employer in Canada and an approved LMO to qualify.

Correct. You can't just apply for a work permit. You don't qualify to apply unless you have the job offer and LMO.
