Right now, my wife is in China and I am working under NOC list as a programmer. She applied for TRV 2 times. One in April, 2008 when I was about graduate. One in March, 2009, when I am working here.

Immigration officer sent her the same refusal letter saying they don't believe she will be back to China after the visit. It looks like we have all documentation ready except the immigration officer's trust.

Currently, I am in the process of applying BC PNP. Should I think to apply for her an open work permit after I got my PNP nominee certificate? Will the current bad economy has a serious impact on it?

Once you have already applied for your and your wifes PR through BC PNP, I think she would have a better chance getting an open work permit while you wait for the PR to be processed. Otherwise, you will have to wait until she gets PR.
 
Yeah, that's what I thought but should we consider the current economy?

Will they refuse her work permit again as they want to protect local Canadian?

Actually We would issue him a letter basically advising the Canadian Embassy in China He is approved for PR So it is stupid to deny the visa request,Include your wife as accompanying family and you are good to go.Any problems contact me by PM
