If I apply as an outside canada applicant and at some point I get legal entry in the country with my visa exempt passport do I have the chance to apply for any kind of temporary work permit as I wait for my permanent residence to be issued?

Outland applications do not qualify for open work permits (only inland applications qualify). If you would like to work ahead of getting PR, you would need to secure a full time job offer from a Canadian employer along with an approved LMIA so that you can apply for a closed work permit tied to that specific employer and role.

is it the same in reference to study permits and stuff like that?
Our situation is that we have to start as outcan because my current job will keep me busy until august but after that moment I am going to live in Canada with my wife, and that s still leave around 4 months before the time limit for PR.
I understand I cannot work, but what about attending college?

You would need to obtain a study permit and pay international fees. The first step is to be accepted by a program, the next step is to apply for the study permit.
