Work permit approved, physical copy not received after 6 weeks

My inland work permit was approved on September 8 and apparently mailed out. It's been 2 months and I still have not received the physical copy. I have tried calling IRCC multiple times and filled out the webform with no response. Is there anything else I can do?
Any suggestions will be helpful.
