work permit and issue at border

Hi there,

My girlfriend as a 2 year work permit for Canada she got it through IEC, she is not going to Canada to officially work until February 2017.
However we are planning on a layover in Toronto going to California in summer would they automatically issue the permit when she gets to the border or could she just go on a visitors visa then come back in February 2017. We know its probably not the case that they automatically issue it but don't really know where to get this advice as its quite specific and our embassy is useless.
My girlfriend just is concerned as she doesn't want to lose 6months+ when she is not going until feb 2017.

Do you have the work permit confirmation already? Is there a date on the confirmation telling you until when you need to redeem it? Because usually, when you get sponsered by a company for instance, you receive a paper to pick your work permit up with and it has a date written on it until when it is valid to get your work permit at the border. If you stay for more than 6 months and do not pick up your work permit, it may expire. But I am not 100% sure how this works with IEC.

1. Tell her to look at her LOI there is a box "permit validity" She will have to apply for a work permit at the POE before that date.
2. She would tell the CBSA officer, that she didn't want to apply for her IEC work permit at this time, and she should be admitted as a visitor.
