I apply working permit thru online for my new employer and waiting for the CIC's approval. Can i work with him while it's still in process or do i need to wait until its approve?

A LMIA cannot be extended. Your question is confusing because it is unclear what you mean by LMO/work permit.

You might be better off applying for PR express entry now as your LMO might be good for the application.

you should apply now for the new LMIA / LMO from your new employer it is better to apply early. You can apply extension for your WP which they called "restoration for 90days" before your WP. You won't need it if you got approve with your new lmia/lmo all you need is to apply for your new WP unless the lmia/lmo will be refused until your current WP expires. Then that is the time you will need to apply for the extension of your current WP.

I need help...i have a working visa which expires in april first 2015. I want to aplly for an extension, do i need a new LMIA, if my work permit has not expired yet??? Thank you

You don't need a new LMIA for your visa . Are you going for a vacation? If you are then You need to apply for the temporary resident visa which you called your working visa. You need to renew your working visa if you are going outside Canada if not it's fine.
