From my final months of High school when I was 16-17 years old, until a few months after I graduated High School, I worked as a programmer in my home country, which according to IRCC is a Teer 2 occupation. However on the website it says that programmers generally have a College diploma, which I obviousoy didn't have while I was working as a programmer. Will this be a problem for FSW Express Entry ?

Not as long as you have experience letters, paystubs/receipts, bank statements etc. to show you did and were paid for the job.
 
It is the date of college graduation.

But the date of college graduation is years after my work experience. I thought in your earlier comment you said that I could include my work experience as a programmer from when I was 16-17, before college

Right. But IRCC doesn’t care if you have experience before graduation. What is your eligibility score? CRS score? CEC or FSW?

FSW. My CRS would be 501.

When you say IRCC doesn't care if you have experience before graduation, do you mean they will accept that experience or not ?

What is your eligibility score? So assume you were educated in Canada or have PhD and and are bilingual because 501 is an exceptional score.
They will accept the experience.
