withdrawing TRV application and re-applying again through new portal urgent

My husband applied for trv on 16th Aug 2021. biomentrics done on oct 1, 2021.

To date no news. Want to withdraw the old trv application and re-apply through the new portal.

Reason of withdrawal will be

Waited for over 17 months . Since no visa is granted, I decided to withdraw and would like to re-apply through the new portal


Do you think this is a good reason to mention in the application. Please advise as my husband can not travel to Canada to meet family. His 2 sons and wife
are Canadian citizens.

All Applications made before September 2021 were supposed to be reapplied. They did issue a directive.
