Hi, I've already finished my school year and want to withdraw from the college but cannot go back to my home-country because of all the lockdown that's happening now. What should I do?

You need to apply to change your status to visitor. You are not allowed to work after withdrawing.
Can you tell me when is the right time to do this? What will happen after I've done transforming my visa?

I'm not sure what you mean. You leave when your country's lockdown is done.
Well my country's lockdown is done but Canada isn't so I cannot buy a plane ticket to return to my country.
There is no lockddown on outgoing flights if you can find a flight you can go.
You need to maintain legal status, so apply for visitor status as soon as you drop out, then you will be on implied status until a decision is made.
As the others have said, Canada isn't on lockdown. People are free to leave the country.
