I want to say the answer is not unless they ask but I am not sure and trying to start this app process! Will they request state clearance also if I have no record but resided in three states as an adult?
With FBI clearance do we need state also?

You don't have to submit them initially. However, I submitted my FBI and state all at the same time... because if they did request them, I didn't want the delay of having to track them down and get them to the right place.

In my case, CIC requested for the State clearance also, not only from the State where I lived but also from the State where I worked. So better be ready...
What everyone else has said - not needed unless CIC requests them. Having said that, we chose to include state certificates for the four states where my husband had resided (along with the FBI certificate) with the original application.
