Of course he can get Canadian citizenship, if he lived 3 or more years in Canada of the last 4 years and the rest of the requirements.

You mean if win the lottery to have a chance to "buy" the citizenship?
If you are a legal resident (and/or citizen) you can transfer whatever amount you want from your (legal) account to anywhere you like, regardless citizenship.

Why do you think government will jump in granting you the citizenship if win lottery?

Canada has had several programs in the past that benefited people with money. Usually "investor" type visas where you can get entry and fast track to PR. But the government is started to crack down due to negative press about letting the wealthy basically "buy" their way in.

If you win a Canadian lottery, you don't pay taxes anyway. Even if Canada would grant citizenship for that, you can take your money wherever you want so it doesn't make sense.
