I immigrated to canada under family sponsorship after I married a Canadian, now after 2 years we seperated and going to married from ouside Canada I had stoped my employment for the meantime due to some reasons but did not apply for social welfare, if apply for social welfare; Will this affect my sponsorship application for my new husband.

yes, you cannot sponsor a spouse while you are on social assistance (welfare).

Thank you very much for your prompt answer but what about if I m not working, I do not have income can I apply for my husband under family sponsorship category?, I m living in Ontario.
and as I mentioned before I came to Canada 2 years before on my ex-husband sponsorship.

You mention that you are separated. You must be legally divorced before you can marry your new husband. After that you can sponsor him. You should try to find another job though. There are no certain income requirements to sponsor a spouse but if your income is absolutely zero, immigration may want to ask you how you are planning to support yourselves.

my father will give me financially support when my new husband arrive,
Is it better to attached a letter from my father stated that fact?.

Yes, you can do that, doesn't hurt. Not to make it look like you and your husband are going to live off your father forever, maybe you should word the letter that he will support you and your husband while you seek employment.
 
How long as it been since you received your permanent residence yourself?

I don't believe you can sponsor someone if your Ex Husband is still responsible for you. Has it been more than the 3 years that is required since you received your P.R.?

No, it's the other way around. Her original sponsor is still bound by the undertaking and cannot sponsor again until this undertaking has been fulfilled/completed.

Is it possible I can not sponsore my new husband now, I need your advise Mr.Leon.
 
Like rjessome says, the sponsor can not sponsor a new spouse while he is still responsible for the ex spouse (3 years) but as far as I know, there are no such rules for the spouse who was sponsored so you should not have a problem because of that.

Yes. The person who was originally sponsorED is not bound by any undertaking from that application. In this new application, they are now becoming the sponsOR where they will be bound by an undertaking should the new application be successful.

If you go on welfare (social assistance) you will not be able to sponsor your new husband. If you have no job, but are being supported by your father, you can still sponsor your husband. Just don't go on welfare!
Getting a letter from a family member stating that they will support you and your new husband while you get settled in Canada will help your application.
