Will the ITA's be ever issued to people below CRS 450

Hi,
I have a CRS 417 and currently awaiting the IELTS score of my spouse. I was told by my migration agent that I had an excellent chance to immigrate under the EE FSW program as my wife and I both have PhD qualifications from Australia. However, I find that the CRS never drops to less than 450 in any of the draws though this was predicted in 2016.
I was also hoping that I would stand a fair chance to get selected under the Ontario (Human Capital Priorities Stream). I feel utterly dismayed that Ontario has put a hold on their PNP program for the moment. Secondly my migration agent tells me she has already created my profile and submitted my application. She has not provided me a draft or copy of the application submitted? Do you feel that I have a right to request these details? Your advice would be highly appreciated.

by all means you can request proof of your application submitted, even without asking they should automatically provide as well

How can your agent submit your application before ITA??? He/She might have completed creating your EE profile but NOT submitted your application.

Thank you for the replies. I do not know how she could submit my application. But she mentioned that. My wife is yet to receive her IELTS score in June. The agent said that her score could be updated. But she has not sent me a copy of what she submitted and I feel you are right in advising me to ask for it. If your agent is waiting for your wife IELTS it clearly mean she is in processing of creating EE profile. She needs to upload your wife IELTS in EE profile.
