Will refusal of entry in Singapore affect my chances in getting Student visa?

I have been refused entry in Singapore last year due to "being ineligible to the issue of the pass under current immigration procedures". I am applying for a Canadian student visa, will it be material?

So for those of us that have never been reused entry to Singapore what exactly does that sentence mean such as what was the actual reason for refused entry for anyone to really comment..

General advice is to always declare any visa or entry refusals which as long as not some euqivalent inadmissbale offence should not affect a study permit application although nobody here of course works for IRCC so they , IRCC, still have the actual say.
