Hi everyone
My husband became a PR at the end of March but he hasn't received his PR card yet. He got a request to resubmit his pictures today, but he has to leave soon for a work related emergency.
He wants to apply for a PRTD once he is out of Canada, so my question is:

Is there a certain amount of residency obligation that he needs to meet before he is able to apply for the PRTD?
Will his PR application still be processed even though he will be out of Canada? Or will they delay the process until he is back in Canada?

im assuming he is new pr so in this case cic will check that if he can accumulate 730 days or not in 5 year period.
if yes then PRTD will be issued without any issue.

please go through PRTD application guide for better understanding.
 
He must be physically present in Canada for at least 730 days (2 years) in every 5-year period, that's means he can spend a total of up to 3 years outside of Canada during a 5 years period, so if he meet residency obligation then he will be able to apply PRTD. However, there's no any issue or delay on his application process at all while he living outside of Canada.
