I was in University of Waterloo from 2006 to 2010

I worked from Aug 4 to Nov 1 2010 for 3 months
and in 2011-2012 for 9 months

I have my ielts and police clearance too. Do I qualify?
 
It depends on your job and your IELTS score. Your job should meet the skill level 0, A or B criteria and corresponding IELTS requirements. You do meet the 12 months experience requirement (assuming you worked at least 37.5 hrs/week during these 12 months).

I believe if he applies for PR now, the new requirements for full-time hours per week is 30 instead of 37.5. so 1560 instead of 1950 hours.

If you were a full-time student, the work experience will not "count." That is another of the new rules...

GRAs are full-time students. You could have been an RA as an employee (rather than student).
 
Hi madmax, I'm also from UW and applied in November 2012.

Several things you need to be careful with:
1. As jes_ON mentioned, the eligibility of your occupation;
2. Work experience must be gained after graduation, which literally means the date of your degree conferral, not when you finished all your courses (degree is normally conferred 6 months after school);
3. Note that work experience obtained during your studies does not count, even if it is a full-time position, similar to a lot of coop students here;
4. Your employer reference letter must contain duties and hours of work per week;
5. Your IELTS score cannot be from when you applied for university. It has to be within 2 years prior to your application to CIO. In addition, your IELTS has to be the general category. I believe university applications would require the academic category.
