Will I get my PGWP application refused?

Hello,

I am on my last semester at school, unfortunately I don't think Ill be able to pay everything by the end of the this semester ( I owe about 2k) I understand I have 90 days to send my application, but I'm still not sure if I'm gonna be able to get those 2k on time to get my official letter of completion from my university. If I'm not able to get that money on time, and send my application package with an explanatory letter before the 90days end, am I gonna get a denial?

Yes - you'll be refused. You must apply within 90 days of completing your program with complete documents. No exceptions.
