I graduated in 2017 from my 2yr program at centennial..then i went home.i did not apply for pgwp..i came back in sept 2018..finished the (**advanced)** )1yr part of same program this april 2019..will i get pgwp for 3yrs becsuse its same program?
 
I am assuming that you would have applied for an extension of your study permit when you returned. And, YES!! you should get 3years of PGWP since you studied for 3 years in total.

All opinions is appreciated because i know that only immigration canada can determine the length..anyway others are saying 180days have past.so i wont be eligible for the 2017 graduation..but ill get 1year for this part
 
180 days doesn't apply between programs.
The rule is "The student completed more than one program from an eligible DLI within 2 years." but you did 2 years then went home & then did another year so its impossible to predict how they will judge this. Another problem is if you are granted 1 year you can never apply again, maybe talk to your school advisors if they have any experience in cases like this.
