I studied in Canada for 1 year during this time i have debt of 2k on my credit card. I return after ny studies because i didn't get my visa extention. Now i am applying new visa again from india, will that bad debt affect my application
 
No it won’t , but it doesn’t address the issue that you rang up $2k in credit card bills , then left without paying it .
You could of sent payment from overseas, or do a online payment , sent a draft , there’s no reason not to pay YOUR outstanding obligations
 
Ohh i tried sending money but the western union and bank asked me to show the visa thats why i was not able to pay up

Then get a bank draft and mail it.
If you get approved to come back, you will be the one with a damaged credit score. Leaving without paying your bill, isn't looked upon highly by banks or credit card companies. Just a fundamental rule

Your credit score is probably toast. You might find it very difficult to rent a place, buy a phone on contract or anywhere else that asks for a credit check.

Will that affect your study permit, probably not. Although if they do share information it could come to the notice of the visa officer or border officer. What the do with that information is upto them.
