WIFE TAKING ADMISSION FOR MBA, CAN HUSBAND APPLY FOR OPEN WORK PERMIT

Hi,
My wife has received an offer to join an MBA program for the winter session,2018. She i hope will get the visa easily, but she can not go alone as we don't have any relative there. Now i plan to be there with her from day 1. I have heard spouse can apply together . My question is :

1. Can i apply along with her ?
2. If yes , can i apply for the open work permit at the same time or should apply for the visitor Visa ?
   
3. if yes for the work permit, is it a good idea or bad idea to apply from here for the open work permit?
4. has anyone here received open work permit for spouse when applying for the student visa ?

i am unable to find the option where both of them are applying together , with one of them applying for the study permit and the other one for the open work permit
