Why Work Permits take a longer time to process than Study Permit

Hello seniors and juniors and everyone ;D i have a question that have been bothering my mind, do any of you know why work permits or SOWP or OWP take a long time to process whiles study permits take a shorter period of time to process? Do they just put the applications aside because students will pay fees and pump money into the Canadian system? What is it really? If any of you guys have an idea or have GSM notes or any any feedback concerning this issue, let us all know please. At least it will give us a sense of relief whiles we wait. Lets all share
