Why not legalize hostel operation?

It sounds strange that hostel operations such as what was described in the article below is illegal, while there is much need for affordable rental housing in metro Vancouver.

While cannabis will soon be legal, why not legalize this kind of operations as well?
I think hostels are legal in Canada. In this specific instance the woman was renting space to more than 15 people in her three bedroom house. That's why the neighbours complained.

Because they are not hostels..they are greedy home owners in Richmond or Surrey exploiting the shortage of accommodation. Disgusting!

Surely the point here is that someone is advertising themselves as a hostel cramming maybe 15 people into a 3 bed house probably with no fire safety precautions for that number such as fire alarms, extinguishers, fire escape plan or probably even any insurance should the worst happen.

Granted having no A/C in heatwave in a hospital is not good but at least the patients and the staff are in a safe environment knowing that should the worst happen such as fire then the hospital will have a tried and tested evacuation plan. The same probably cannot be said for an illegal hostel where somebody is only in it for the money and not for the good of the occupants.

The above has nothing to do with your original post. Not sure why on earth you posted it.

To respond to your original post, others have said, the woman was clearly running an illegal rooming house. Hostels are legal and you can find many in Canada. The woman in that article wasn't interested in running a legal operation. The issue isn't Canadian law - the issue is that this woman was intentionally trying to get around the law and do something dangerous.
