Why my workpermit extension application has been transferred to ST.clair center

I applied for an extension for my open work permit before it expires.I received a letter from case processing (Alberta,vegreville) center stating that my application has been transferred to St.Clair immigration center.I am confusing.please give me an answer,why did not they issue an extension and why they transferred it to st.clair ??
