Why does London have such a high refusal rate?

It's refusal rate is even higher than that of Accra, Ghana (56%)

I've always thought of London as being a developed country with little reason to commit marriage fraud.

Sorry guys, I realized I filtered out the results wrong, London has a high refusal rate when combining all family, economic, etc classes.
