Why different timelines to show received or in process application status

Why is CIC taking different timelines to update "Received" or "in-process"? Why is not in the first in first started way? It doesn't seem the CIC has an efficient citizenship processing strategy? I wonder CIC hired any of the naturalized Canadian citizens who well experienced this struggle going thru this process.

when they receivedyou appl they do not opend it, when they mentioned in process thats mean it is open and only god knows why they are so confusing

I think they do open the application. Otherwise how can they know whose ecas to update.. Makes no sense
