2015 applicants for spouse category waiting from May to December while 2016 applicants applicants getting their files cleared. Why so?
Are 2015 applicant deserve this treatment from neutral body NDVO?

Its pretty difficult to stay away from your spouse for such a long time.
We have to keep doing our job to survive financially and getting drained emotionally
It's pretty terrible, we deserve better treatment

Vo looked in my file first time after 6 month while 2016 getting ppr in 4-5 months

It's totally understandable for you to get frustrated with the process. I know it can be hard on couples to be apart for so long, and the waiting can be unbearable. But you shouldn't compare your case with other people. A lot of different things can impact how long it takes to process each case.
For example, the processing time varies widely from VO to VO. Inland application vs. outland. A married couple vs common law. Family history, travel history etc. Even an applicants home country can slow down the process with the background check.

So try not to compare too much, and have faith in process

( i am not against 2016 applicant, every indvidual should be reunited with their spouse with in 6 month!!!, )

As CaroM8 said, they probably had different variables in their case that allowed for faster processing. As of June 13, there was an inventory reduction exercise announced that was specifically targeting inland applications received before June 13. So, with that in mind, they started requesting any missing documentation from any of the cases that appeared to be "straightforward". They are clearing those out to allow for time required to work on not-as-straightforward cases.

I mention this exercise because they are involving the entire network of CPC's and VO's. Any officer with specific knowledge, experience, or understanding may be used (therefore putting their normal work aside) to assist.

As CaroM8 said, have faith, and try not to dwell on why others are making it through so fast.

I had a similar situation, where some have already landed from the 2016 inland inventory, meanwhile we have to wait. That's because they had to get an updated PCC from us. It slowed us down a little, but we aren't too worried. In time it will be over.
