Who should be Primary applicant

hello,

How long does the "Parent and Grandparents" immigration take. I read that they are still processing 2014 Jan.

Who should i put as the Primary applicant for Immigration in the "Parent and Grandparents" category? Dad is 6 years older than mom. Both are healthy. Should i put Mom as primary? if one of them pass away, can the other still come?

Doesn't matter. Yes, if one passes away, the other can still come.
