Who mails out INLAND PR cards?!

Hello,

My house sitter just told me an envelope from Service Canada arrived today.

I applied INLAND family class. So I believe those cards are processed in Nova Scotia?

Would the sender be Service Canada? (maybe my card has arrived??) or would the sender be CIC or Immigration or something of the sorts.
