Who is determined protected person? Need help please

Hello, my friend claimed refugee on 2015 and its being 1.5yrs no hearing date as her first hearing got cancelled for lawyer. Now she's wondering if she can study. but, I'm not sure in which category she fall into. I heard IRB decide who is protected or conventional. How do I know which one she is? Any idea? Help please
