Who can Certify Passports? travel documents / passports

My wife and I are going to submit an application soon and we need to get our documents certified.
My wife's friend who is now a fully qualified lawyer having studied here in the UK. Will the Canadian immigration office recognise this as satisfactory? Will her law degree need to be recognised in Canada for it to apply? If she can certify that would take a load off.

Only papers that need to be certified are ones that are translated. Passports don't need to be translated.

I just sent in photocopies - as per the check list- and all was well
