who are the visa officers?

Are they hired form india or they specially trained Canadians. Sometimes they takes baseless and stupid decisions as per there personal assumptions. I just want to know who they are?

Yes they are white Canadians who have no emotions whatsoever. They are specially trained but not professionally thats why the make sometimes fatal mistakes

1. I think you might want to look at the list of Immigration officers at New Delhi, before you make such sweeping statements. I think you will find that there are a number of ethnics working there: http://w03.international.gc.ca/CRA-RCE/mission.aspx?lang=eng&MID=90
2. Also to become a Foreign Service officer, requires a minimum of 1 degree, plus at least of year of Immigration training in Ottawa before you are sent to a foreign mission
