I have applied for my PR under CEC on Jun 2014 , I am expecting to get PR around end of may 2015.
I have added my family members(wife and kid) who never came to Canada in this application.

Since the PR process may take longer, I was thinking of bringing them to Canada under visitor visa.

My query is if its allowed.

As the Determine your eligibility states that ..
- convince an immigration officer that you have ties—such as a job, home, financial assets or family—that will take you back to your home country,
- convince an immigration officer that you will leave Canada at the end of your visit, and
 
Yes you can, did you declare them as dependents in your application?

I am in Canada on closed WP for past 04 years.
I applied for PR in Nov 2013 and got married in Dec 2013 in my home country.
I informed CIC about change in my marital status when I returned (alone).
CIC asked me to send additional document to add my wife as an accompanying dependent
on my PR application.
I sent her documents only when she arrived In Canada on visitor visa (dependent).
We applied for her OWP as soon as she arrived in Canada (which we got within two months) so
that she could have worked in Canada until we receive our PR.

Vishal I believe you were referring to above but in your case when she applied for visitor visa from India
she was not added as dependent in your application in my case my dependents are added which shows their
intent to stay in the country.

My concern is if the immigration officer asks whether she plan to leave the country what should she say.
As in their record they would see that I have applied for PR and she is a dependent.
