Which visa office will process my outland spousal application?

I'm reading mixed information on this.

I'm Canadian by birth, living in Canada (Ontario), sponsoring my American husband living in America (PA). We're applying outland.

My understanding is that I should send it to CPC-M and if it's approved, it's forwarded to either LA or NY. Is this correct?

After sponsor approval, CPC-M will send the app to Ottawa.
